Hi @mnriem, thank you again for reviewing and merging the preceding Agent Parity Governance v0.4.2 update through #4109 and PR #4110.

This backward-compatible v0.3.1 update publishes the provider-neutral model-routing contract for intake-authoring workflows while preserving the complete v0.3.0 CRUD, schema-2.0 collection, migration, HTTPS-source, and series-authoring contract.

• Updates the existing community-catalog entry from v0.3.0 without changing the preset ID, recommended priority 64, or authority boundaries.
• Adds model-routing.json as the intake-authoring-governance-model-routing template.
• Routes speckit.intake-create, speckit.intake-update, and speckit.intake-delete to the logical frontier-reasoning role.
• Routes read-only speckit.intake-read and speckit.intake-create-status to the logical fast-mechanical role.
• Uses a fail-closed routing fallback while keeping concrete provider model names machine-local and outside portable feature artifacts.
• Preserves hash-bound receipts, bounded public HTTPS sourcing, atomic migration and rollback evidence, logical deletion, approved series authoring, language-aware requirements collections, and explicit authority checks.
• Preserves authority boundaries: installation starts no review, Specify, implementation, autonomous campaign, commit, push, pull request, merge, provider, or administration action.
• Provides 13 templates, 5 commands, and 7 Bash, PowerShell, and Python validation scripts; no required extensions are introduced.
• The implementation and review consistency corrections were merged in the preset repository through PR feat: implement in Japanese #5.
• The exact v0.3.1 tag points to merge commit fbe34e5f2a0b9f15d9aa2e95b80ee0e9f1ebdb5b.
• The GitHub tag ZIP installed successfully with Spec Kit 0.12.8 at priority 64, and specify preset resolve intake-authoring-governance-model-routing resolved the published routing contract.
• The downloaded release archive passed manifest, README, LICENSE, file-presence, and archive validation with observed SHA-256 94213f480a2c67761b0b38bc4465a5dec8e996245ae0968907ddf31e103ed6b1.
• The tagged preset is byte-identical to the v0.3.1 copy used by the Home Baseline real-project preset matrix.

Maintainer feedback on the provider-neutral role split, fail-closed fallback, and composition boundary with Model Routing Governance would be appreciated. The preset remains opt-in, authority-neutral, and backward compatible.
