feat(bot): timeout kick, SSE restart, turbo config and repaired tests

Bot work landing to dev:

• feat(bot): reasoning timeout kick nudging silent model
• fix(bot): pass directory query param to SSE event stream
• fix(bot): restart SSE listener after opencode serve restart
• feat(bot): add config-turbo.json (llama.cpp.turbo binary) and llama_server_env passthrough to launched llama-server (enables TURBOPREFILL=1)
• test(bot): repair broken unit tests for current APIs (93 passed)

Note: pre-existing typecheck failures in packages/opencode/test/tool/* (Effect Layer typings) predate this branch; bot changes are Python-only.
